  Civil Defence is an integral part of the National defence. It requires preparedness to be maintained during peacetime in order that this organization can take on the challenge of war time Civil Defence Operations smoothly.

Civil Defence aims at minimizing loss of life and damage to property and maintaining essential services, supplies and continuity of production.

In the districts, Deputy Controller of Civil Defence have been appointed for each Civil Defence area / town. The Collector of the district is the Controller of Civil Defence and as such responsible for the Civil Defence measures.

Commandant General, Homeguards is also the Director of Civil Defense Organization.
